These programs include the development and implementation of Pennsylvania’s collection of longitudinal data with automated integration to the first online strategic planning and reporting tool; the Pennsylvania Secure Student Identifier used in local, state, and federal longitudinal data reporting; multiple technology integration coaching and instructional mentoring programs; and the design and implementation of the model, 60 million dollar education broadband competitive grant initiative-Act 183 E-Fund.

Through the E-Fund initiative, modeled after Kathleen’s work at Capital Area Intermediate Unit, Pennsylvania’s k-12 and higher education entities, and regional education service agencies formed a statewide, broadband educational network of affordable and reliable connectivity, technical support, professional development and e-learning resources to support current and future Pennsylvania educational initiatives.

Kathleen is currently a consultant focusing on educational policy, planning, and practice. She serves on regional, state, and national advisories as a strategist and advocate for innovative 21st Century leadership, teaching and learning.

She was a K-12 classroom instructor, and a Director of Educational Technology at the district and regional levels in Pennsylvania. Kathleen has served as adjunct graduate level faculty for technology integration and strategic planning at Bloomsburg University, Duquesne University, and Millersville University.
